William T.C. Neale
William Neale has a Bachelor of Arts and a Master of Architecture from Washington University in St. Louis. Architecture, as a field of study and in practical applications, relates to planning and construction of any complex entity that requires a deliberate arrangement and understanding of components set to function effectively together. This field combines a mix of science, art, and philosophy, and encompasses a broad range of disciplines from mathematics to physics, to photography and videography. In addition to studying architecture at Washington University, William studied physics, lighting, photography, videography, computer modeling, computer animation, design, and photogrammetry as these fields relate and contribute to the architectural design process. This formal curriculum is the foundation for his background in computer visualization, lighting, acoustics, and photogrammetry. Since 2000, William has worked in the field of forensics, investigating and reconstructing incidents and accidents throughout the nation and internationally. Some incidents involve vehicles, like passenger cars, bikes, motorcycles, trains, and marine vessels, and others involve wildfires, use of force, or events captured on video or photographs that require analysis. William specializes in photogrammetry and video analysis, nighttime lighting and visibility, motorcycle accidents and computer visualization and is an accredited Traffic Accident Reconstructionist through the Accreditation Commission for Traffic Accident Reconstruction. In addition to his formal training in accident reconstruction at Northwestern University Center for Public Safety, William has performed extensive research in the field, publishing over 41 scientific, peer-reviewed articles in the areas of accident reconstruction, lighting and visibility, photogrammetry and video analysis, and computer visualization. He is the co-author of the IBPA Benjamin Franklin Silver Medal winning book “Motorcycle Accident Reconstruction”. William designed and currently teaches the Society of Automotive Engineers (SAE) certified course “Photogrammetry and Analysis of Digital Media.” This course is accredited by the Accreditation Commission for Traffic Accident Reconstruction (ACTAR) and the International Association for Identification (IAI). He is an avid woodworker, runner, and admirer of the arts.

Toby Terpstra
Toby Terpstra’s expertise is in the areas of photogrammetry, video analysis, and 3D modeling and animation. He has provided expert testimony in both state and federal courts on civil and criminal cases. He has authored over 20 peer-reviewed publications, through the Society of Automotive Engineers (SAE), the Acoustical Society of America (ASA), and the Association for Crime Scene Reconstruction (ACSR). Toby is a certified Forensic Video Technician through the Law Enforcement & Emergency Services Video Association (LEVA) and is recognized as a Master Instructor by SAE for the ACTAR-accredited course, “Photogrammetry and Analysis of Digital Media.” He contributes as a peer reviewer for SAE, ACSR, and the Association of Firearm and Tool Mark Examiners (AFTE), and assists in teaching laser scanning certification courses through the International Association of Forensic Security and Metrology (IAFSM). He serves on the Forensic Metrology Task Group within the Organization of Scientific Area Committees for Forensic Science (OSAC), where he also chairs the Video Analysis Task Group. Mr. Terpstra is also a member of the Video Committee in the Scientific Working Group on Digital Evidence (SWGDE) and actively contributes to the development of standards and best practices in forensic video analysis and metrology. Additionally, Mr. Terpstra chairs the Forensic Working Group within the Photogrammetric Applications Division (PAD) of the American Society of Photogrammetry and Remote Sensing (ASPRS), further advancing the integration of photogrammetric techniques in forensic science.
